Purpose & Overview
Starks Enterprise will deploy a portal enabling Client (a government agency) to intake, track, redact, and respond to public records requests, with a complete audit trail for compliance purposes.
Scope of Work
Public-facing intake portal for records requests
Internal case management and routing workflow
Redaction workflow and document-release tracking
Role-based access for records officers and department reviewers
Audit logging of all request activity and disclosures
Reporting dashboard for statutory response-time compliance

Pricing & Payment Terms

Invoices are due net 30 (government payment terms). Monthly fee begins the month following go-live.
Client Responsibilities & Assumptions
Client will provide timely access to relevant systems, personnel, and documentation needed for discovery.
Client will designate a single point of contact for the duration of the engagement.
Cloud infrastructure costs (hosting, compute, storage) are billed separately to Client unless otherwise stated.
All work is performed remotely unless on-site work is explicitly scoped and priced separately.
Pricing assumes a single production environment and a single tenant/client instance unless stated otherwise.
Client will identify the statutory response-time requirements and designated records officer(s) during Phase 1.
Out of Scope
Legal determination of exemptions or what must be redacted (remains Client's records officer responsibility)
Migration of historical, pre-existing request records unless separately scoped
Procurement/contracting support beyond this SOW
Acceptance Criteria
Portal successfully accepts, routes, and tracks a test request end-to-end
Audit trail confirmed to capture all required statutory data points
Client records officer sign-off following staff training
Term & Termination
This SOW is effective upon signature by both parties and remains in effect through delivery and acceptance of all deliverables, or until terminated by either party with 30 days' written notice. Fees for work performed and expenses incurred prior to termination are non-refundable. This SOW is governed by, and incorporated into, the Master Services Agreement between Starks Enterprise and Client.
